Most HOA boards approach station placement the same way: pull up a site map, find the obvious trail intersections, and mark a few spots. It’s a reasonable starting point. In a Lowcountry community built around tidal creeks, stormwater ponds, and a storm season that pushed Charleston Harbor to flood stage 75 times in 2023 alone, though, those map-based decisions create problems that don’t show up until after the first heavy rain.
Pet waste that doesn’t make it into a bag doesn’t just stay where it lands. It moves with runoff, and in this region, runoff eventually reaches water. That’s the part generic placement guides skip entirely. Walk the Property Like a Dog Owner Would
A site map shows you where trails exist. It doesn’t show you where dog owners actually walk, where they tend to stop, or where they’re most likely to let their dog off leash for a few minutes. Those behavioral patterns matter more than map geometry when you’re deciding where a station should go.
Walk the property on foot before committing to any location. Note where resident dogs congregate near community green space, which path segments see the most foot traffic during morning and evening hours, and where people cut through grass between trail sections. The goal is spacing that lets a resident grab a bag at the beginning of a walk and reach a disposal bin within a few minutes without backtracking.
Keep Stations Away from Ponds, Marshes, & Storm Drains
This is the placement rule that matters most in Charleston and rarely appears in general HOA guides. State monitoring has identified pollution trouble spots in the tidal creeks feeding Charleston Harbor, and stormwater runoff from developed surfaces is a significant driver. Pet waste is part of that picture.
Many Charleston-area HOAs are directly responsible for maintaining their community’s stormwater retention pond, which is engineered to collect and treat runoff before it drains to adjacent waterways. Research from the S.C. Sea Grant Consortium recommends proper pet waste disposal and vegetated buffers around these ponds because they’re often tidally connected to nearby estuaries. A station sitting at the pond’s edge, or next to a storm drain inlet, means that any missed waste, spilled bag contents, or overflow from an overfull bin has a short, direct path into that drainage system the next time rain hits. Set stations back from pond edges, marsh boundaries, and storm drain inlets. Even 20 to 30 feet of separation meaningfully reduces the chance that what doesn’t end up in the bag ends up in the water.
Balance Visibility with Being a Good Neighbor
Stations should be easy to spot for dog walkers and unremarkable to everyone else. That’s a tighter needle to thread than it sounds.
- Keep the path clear. Position the station a few feet off the main sidewalk or trail so foot traffic can keep moving while someone stops to use it.
- Mind the sightlines. Sites near playgrounds, pool decks, and adjacent backyards should be avoided when better options exist nearby. Residents notice, and a poorly placed station generates its own complaints.
- Protect the ground around it. A short connecting path made of pavers or compacted gravel prevents the grass between the sidewalk and the station from turning into a muddy rut after heavy rain. In the Lowcountry, that matters for more than aesthetics.
Plan Around Flood Season & Salt Air
Charleston’s flood hazards come from multiple directions: the Ashley, Cooper, Stono, and Wando Rivers, small tidal creeks that aren’t always on official flood maps, and coastal storm surge during hurricane season. Peak activity runs from mid-August through mid-October, and king tide flooding in Charleston Harbor tends to peak during that same window. Favor higher, well-drained ground when selecting locations. A station that’s underwater during a king tide event isn’t just unusable; it’s actively contributing waste to floodwater moving through the community. Where the terrain doesn’t offer much elevation variation, prioritize sites with the best natural drainage and the most distance from mapped tidal creek boundaries.
Salt air and year-round coastal humidity also accelerate corrosion on metal hardware. Look for powder-coated or stainless components rated for coastal outdoor use rather than standard weather-resistant hardware, which tends to show rust within a year or two in this environment.
Figure Out How Many Stations Your Community Actually Needs
There’s no single ratio that works for every community. The right number depends on property size, the number of dog-owning households, the layout of walking trails, and how the property gets used across different times of day.
A reasonable starting framework:
- Every major trail entrance and exit should have a station. Residents are most likely to grab a bag at the start of a walk, not midway through, so entry points are the highest-priority locations.
- Community green space and dog parks need at least one station positioned near but not immediately at the entrance, so the area around it doesn’t become cluttered.
- Large communities with multiple trail loops or several ponds need stations distributed across each section. Clustering units near one entrance leaves the far end of the property without coverage and creates exactly the litter hot spots boards are trying to eliminate.
Pay attention to where complaints and uncollected waste keep appearing. These hot spots tend to spread through a bandwagon effect: once one area accumulates waste, other residents stop picking up there too. Treating those spots as priority installation locations breaks that cycle faster than any enforcement campaign will.
Installation Is Only the Beginning
A well-placed station only works if it stays stocked with bags, gets emptied before it overflows, and gets repaired when hardware fails or a post gets knocked loose by a landscaping crew. An empty dispenser is worse than no dispenser at all. It trains residents to expect the station won’t have bags and to stop checking.
